Application for Procurement Manager, MORGAN HUNT



Morgan Hunt are currently working exclusively with a leading Special Health Authority to recruit a highly experienced and credible Procurement Manager.

Job purpose

To support the Head of Procurement with:
*Procurement, contracts and contracts management activity for the National Clinical Audit Patient Outcomes Programme (NCAPOP);
* Assist in general procurement and contracting activity for the Organisation as required.

Key responsibilities

Procurement and Contracts Responsibilities:

* To procure in accordance with public sector procurement directives and the organisations Procurement Policy, in line with best practice guidance, drawing on strong and sensitive interpersonal skills to ensure compliance with all financial and governance standards.

* To Initiate Procurement of National Clinical Audits and other associated services following specification finalisation; advertising the contract opportunities as appropriate; manage and apply due diligence at the Pre-Qualification stage to identify a shortlist of suppliers to invite to tender.

* To Invite shortlisted suppliers to tender and manage the process through to Contract Award, including the issue of guidance to external expert evaluation Panels.

* To update the Head of Procurement with the procurement progress for the projects assigned.

* To manage the contracting process for newly awarded contracts, contracts being renewed and contract variations.

* To assist in the effective management of contracts to sustain value throughout the life of any contract.

* To assist in the development of supplier appraisal methods.

* To support the Head of Procurement in devising new processes and systems for effective procurement across the organisation.

* To support the development of procurement, governance and compliance policies in-line with the organisations contractual obligation to the DH/ NHS England.

To attend meetings to update other members of staff with procurement and contracting activity as required.

* To deputise for Head of Procurement when required in appropriate circumstances.

Stakeholder Engagement:

* To engage support and agreement for procurement strategy from key stakeholders to ensure optimal compliance.

* To work with National Clinical Audit Lead, the National Clinical Audit Development Manager and the Head of Procurement to identify and manage new stakeholders for independent advisory groups (IAGs) for the NCAPOP.

* To liaise with internal and external stakeholders as required This may include the arranging of stakeholder events and supplier seminars.

Person Specification:

* Demonstrable 3 - 5 years' experience in public sector procurement and highly proficient in OJEU/Public Contracts Regulations 2006 and its application.

* Minimum of 3 years' experience of preparing and managing OJEU tender documentation for high value or complex Healthcare/ social care service delivery requirements with annual contract values of at least £1 million net of VAT each.

* Experienced in developing, costing and managing contracts in at least one category; ICT and procurement of data systems would be highly desirable.
